Kelly Uebel is a legal and compliance expert and authority in the background check and tenant screening industries. Kelly has significant litigation management experience related to employment and volunteer background checks and tenant screening matters.

Ms. Uebel’s professional leadership experience includes the past chair and global board member of the Professional Background Screening Association (PBSA). Ms. Uebel currently serves as a member of the association’s U.S. Council of Government Relations Committee and serves on the Ethics Advisory Group. Kelly brings 14 years of thought leadership, industry knowledge, and legal expertise as an industry expert consultant and witness. Author of several legal and compliance update articles and thought leadership publications related to employment and tenant background screening. Kelly has served as in-house counsel for a number of firms providing employment background checks, tenant screening, and drug testing services, and has significant litigation management expertise related to background screening. Kelly is a licensed attorney in the State of Minnesota.

Kelly focuses her litigation expertise and consulting practice on Fair Credit Reporting Act (FCRA), state regulatory compliance, and litigation support in legal matters. She is an expert in program audits, contract review, and risk management for regulated screening operations. She works closely with clients to assess and design practical compliance programs that align legal requirements with real-world business operations.

She remains actively engaged with the Professional Background Screening Association (PBSA), having previously served on the PBSA Board of Directors and as its Chair. Kelly has helped several CRAs navigate the PBSA Accreditation process, providing guidance that reflects both regulatory requirements and evolving industry expectations.
